Which are the MASOPHRD mission and organization? MoLFEO - MASOPHRD, being part of the institutional system designated for managing the European Funds in Romania, is decided to action with integrity, transparence, responsibility, respect and honesty in all the partnerships and activities undertaken, to win and inspire confidence through these values.
MoLFEO - MASOPHRD organizes its activity through modern principles of management. This involves the existence of an efficient system for control of the entire organization, in a close relation with the importance, magnitude and complexity of the EU programmes implemented. MoLFEO - MASOPHRD carries out its activity in units easily accesible to all persons, no matter their disabilities. It acts for creating opportunities for all people and promote a sustainable development.
MoLFEO - MASOPHRD respects all the gender equality principles, irrespective of race, religion, ethnic, gender, age, social status, social orientation and abilities and it will not accept discrimination in creation of equal opportunities for all the people.
Based on these values, MoLFEO - MASOPHRD' staff acts to all levels to successfully accomplish their institution's mission.
MoLFEO - MASOPHRD' vision is to achieve a high level of absorption of the ESF funds and to have an efficient management system for all the projects, in order to support human resources development in Romania and thus to effectively contribute to more social and economic cohesion in an enlarged European Union.
MoLFEO - MASOPHRD' mission is to strengthen the administrative capacity for fulfilling the new attributions generated by the accession of Romania to EU, ensuring the full conformity with the EU regulation.
The Managing Authority is fully responsible for managing and implementing the Sectoral Operational Programme for Human Resources Development, in conformity with the principles of a sound financial management and a clear separation of functions. At the same time, MASOPHRD is responsible for implementing The Priority Axis 6 "Promoting social inclusion", Kea Area 4 "Trans-national initiatives on the inclusive labour market" and for The Priority Axis 7 "Technical Assistance".
MASOPHRD is organized at the level of a general directorate and it is organized in four directions and four units directly subordinated to the general director.

The ESF Coordination Directorate is organized within the MASOPHRD. It ensures the "Head of Mission" function and it is responsible for horizontal coordination at the technical and financial level of the ESF interventions in Romania. It ensures, also, the complementarity and in the same time the clear delimitation between the ESF operations through the two operational programmes Human Resources Development and Development of the Administrative Capacity, as well as between the ESF and other similar operations financed through other operational programmes, to a national and regional level.

Which are the Intermediate Bodies role and organization?
SOP HRD is implemented through 13 Intermediate Bodies: 8 Regional Intermediate Bodies and 5 National Intermediate Bodies. Their role is to fulfill the responsibilities delegated by MASOPHRD, based on the "Framework Agreement for delegation of tasks".

The Regional Intermediate Bodies are organized at the level of every region and they have a representative at the level of every county in the region.
The Regional Intermediate Bodies ensure the implementation of SOP HRD in the areas of competence developed through the implementation of Phare 2004-2006 programme. They are responsible for implementing the following key areas of intervention: - Priority Axis 3 "Increasing adaptability of workers and enterprises":
