The purpose of this section is to help you to identify the potential partners for a future co-operation in the  implementation of projects within SOP HRD, to inform you about the existing partnerships and about the possibility of making a successful one.

Regional Pacts for employment and social inclusion

 

Regional pacts for employment and social inclusion are partnership agreements made by stakeholders to a regional level in the field of employment and social inclusion.

Setting up these Pacts was an initiative of the Ministry of Labour, Family and Equal Opportunities, which was launched in the context of the elaboration of Regional Action Programmes for Employment and Social Inclusion (PRAO), through the Technical Assistance Project Phare RO 2003/005-551.05.01.04.04.01 “Assistance for MoLFEO in elaboration and implementation of employment policy and preparation for EDIS” (The Extended Decentralized Implementation System).

At the same time with preparing PRAOs, eight regional partnerships  for employment and social inclusion, as well as 32 local partnerships for employment and social inclusion were created. Setting up the regional and local partnerships promote the regional employment policies. PRAOs are the result of a long process of consultations between all the stakeholders involved in fighting unemployment and social exclusion. In this context, the partnerships for employment and social inclusion are actively involved in setting up the 8 PRAOs, and based on the priorities in these documents they elaborate project proposals which will be financed from the structural funds.

Partnership and partners in SOP HRD

 

The relevance of the partnership principle in implementing SOP HRD consists especially in the multitude of existing challenges, but also, in the opportunities regarding the modernization of educational and training systems, lifelong learning, promoting active measures for employment and social inclusion.

The complexity and interdependence of these aspects, besides the fast rhythm of changes, inclusively of national, regional and local reorganization, needs a multi – disciplinary and integrated approach, based on the contribution of all stakeholders.

From this point of view, various problems derived from the necessity of harmonization of the educational supply with the demands of the labour market, promoting adaptability and flexibility of the workers and enterprises, modern organization of the labour, sustainable participation of the vulnerable group on the labour market, need solutions that can be achieved only through partnership.

SOP HRD will support building up sustainable partnerships between organizations with complementary profiles and competences.
